主讲人介绍:

Christian Ploberger is an independent academic researcher, with a research interest in international relations, regional integration, and climate change related risks. The geographical focus of his research is on East Asia in general and on China specifically. He has visited China and East Asia on a regular basis since 1993 which considerably enhanced his understanding of regional developments. Recent research-related trips include following the Lancang/Mekong River from northern Yunnan to its Delta in southern Vietnam.

His actual academic research focuses on two book projects, one on China’s Belt and Road Initiative (Political Economic Perspectives of China’s Belt and Road Initiative) the other, in cooperation with a researcher from Thailand, analyses and compare different sub-regional integration processes (Comparative evaluation of European and Asian sub-regional integration processes: the EUSDR and the GMS process). Both books will be published in the summer of 2019.

Abstract:

The focus is on how the BRI transforms China’s domestic and the region’s dynamics. Beginning from an actual assessment of the BRI and the actual discussion associated with it, the task is to identify the character and implication of the BRI which is not an easy task after all, since it inherent both strong domestic and international aspects. The BRI also raises questions about China’s own rise and the enduring discussion if China will change from a status-quo power towards a revisionist power. At the same time the BRI is also confronted by various challenges as countries either refuse to participate or re-considering earlier made commitments. However, because of its extensive geographic scope, the BRI will generate an impact on different regional settings, like Central Asia, Southeast Asia and South Asia. This comprehensive geographic scope also raises a further question to what extent the BRI can be identified as China’s new grand strategy or rather an umbrella for a wide range of policy strategies China’s government is actually following simultaneously. Though there is another perspective from which the BRI can be evaluated, from its character as a regional integration strategy and how it fits with contemporary regional integration projects.
